So yours is a mine spec vehicle I guess? To have headlights on during day.
It would have a control box somewhere most likely if so for the DRL.
How did you check fuses? Sight or multimeter ?
Sometimes a fuse can be blown and look fine. Only a circuit tester will show it.
I would suggest your next step is find someone who has techstream or a plug in tester.
This will allow a live view and you can test each switch and item in the car.
Or you could try replacing he clock spring with an ebay special to see if that is indeed the issue. It would more likely be clock spring rather than stick.
Another way would be to unplug the cruise stalk and test the plugs for voltage as per spec diagrams.
