Steering Column Stuck

(On my 2010 VX) I've had no problems with the steering column until last week, on starting the car the steering wheel is not coming out (telescoping), it just whirs like its trying too? The tilt works but not in and out ��. Any ideas on what's caused it / fix?
I have had our auto electrician at work look at it and his advice is I have to buy a whole new steering column from Toyota at a cost of $2500?! Google tells me for other makes of car you can buy the parts surely this can be done with Toyota too...Im going to go see the dealership.
