Starting issue with a battery that's ok

I am having a problem starting my diesel prado especially in the mornings when cold. It is not the glow plugs as I have just replaced them and the starter motor has done around 20000km. The battery has load tested fine with a CCA 757 and 12.8 v dropping to 9.8v on starting. I am absolutely stumped as to what it could be.

could be the starter relay
normaly when i come across this i just a wire directly for the battery to the starter motor
