    Probably the second antenna is for their mobile phone. Out in regional areas, Telstra recommends an external antenna is used even with the new NextG network. In addition, there is now a special blue tick label on certain NextG phones that indicate they are recommended for rural handheld use. (Yes I work for Telstra )

    This looks like it would suit the 850MHz NextG network, but you should check with the supplier.
