the only way you will be able to paint over chrome is if you remove it first. The only way I know is by using a sand blaster as the paint will not stick to the chrome. Then its just a matter of priming then painting the item the colour of choice. The sand blasting is best by the professionals as its a bit of a messy affair, unless you already have the equipment,

Another alternative is to scuff the surface, fine sandpaper or brillo pad and then use a quality etch primer and follow the paint system through prime and top coats. I have done this successfully in the past.

Yer thanks for the advice guys. As I don't have any access to sandblasting and I reckon it's cheaper if I do it myself, also I don't after that top look just wanna get rid of the chrome.

No need to remove the chrome plating unless it is peeling. Just rough it up a bit to give a key for the etch to grip onto and then the primer (if necessary) and top coat go on. Ask at a paint shop or read the instructions on the etch primer. Easy as...
