Rust around the windshield seal

I'm starting to get rust bubbles around the windshield of my '97 Prado. The body shop is asking a fortune to fix it (big or small fortune, depends if they can re-use the original windscreen). How has everyone else dealt with this? Is there another way to stop the rust from spreading that doesn't involve windscreen removal?
