My 1999 Prado 90 diesel has troubles starting when cold - I don't think my glow plugs are heating up when I turn the key.
Vehicle has new battery, new starter relay, and new glow plug relay. When I take a voltmeter and put the NEGATIVE on the battery and POSITIVE on the glow plug harness (the metal rod that connects the 4 glow plugs), I get about 0.2V (much lower than expected - should be about 12V) until the relay clicks, at which point I get 0V (as expected).
Any ideas why I am not getting close to 12V?
