Guess this sound: Recording of my Prado which won't start and is making a strange high pitch sound

Hi All

Thanks to you if you can help me out on this as I bought my Prado only a few months ago and have had trouble free driving but now about to take it down south and it's getting intermittent fuel problems (less intermittent today!).

I recorded the linked audio file as when I took it to the mechanic it's been working and besides a couple of experiences leave me thinking he's more of a European man (my wife's car) than a Prado fella and would rather he get some suggestions this time rather than picking random parts to install. Have a listen and be great if you could give me a hint!

Symptoms:
- Possibly unrelated...? Fuel gage has bumped around a bit as it drops below half full on second tank since I've had it (sometimes goes between 150 and 350 remaining kms with gauge moving accordingly)
- Last weekend son took it to the bush and it stalled / wouldn't start 4 times. Fair bit of driving between each however
- Towed it back and down to the mechanics. Car was working perfectly again at this point
- He replaced fuel filter
- Drove it home no problem. Short trip after that to the shops
- Got up this morning and won't start . That's when I took this recording.
- It's happened whilst on second tank and with tank full. Filling the tank with a few litres from a jerrycan has helped twice but not for long.
