Have you got any photos of the engine internals and what do you mean by 'from the look of the radiator she's been sucking in what looks like cement dust' do you have photos of the inlet manifold, air system and filter, that will tell you if it has inhaled dust.

The radiator core is 75% blocked up with light grey dry paste that resembles cement.
Mr Toyota believes this dust must have entered the combustion chamber over a long period of time thereby wearing down the block and rings, seems remarkable that this could happen with a snorkel and air filtration on the intake but there is a lot of “cement” glued to the radiator!
