Similar experience with my recently sold V6. 98 very smooth; 95 cheaper and just as smooth but getting hard to find in Sydney;94/E10 absolute CRAP and mine used it at 2l/100km faster than any of the others;91 always fine but 95 better. As to consumption mine seemed to do a little better on 95 than on 98 and about 5% better than 91 but was so much smoother. Over 100,000 + km averaged about 16 l/100km around town.

How much accessories are permanently bolted on?
My 120 is 2300kg, and I'm a leadfoot and I always get 17-18l/100km driving around town on 98.
I just got 15.2l/100km after a few highway trips.
Which diff oils are you running? Some after market oils can increase the economy.

I got our prado around 3 months ago now - i keep a spreadsheet with all my figures when we fill up - figures below are purely based on ODO reading and Litres put in the vehicle at the time. No OBD2 or MFD information is used.
The 13.48L per 100kms was a longish trip but quite hilly, the rest are combo of hwy and city driving.
Best i have put in was 173LKm's Per L L's per 100Km's Km's per tank 6.94 14.41 1248.84 7.42 13.48 1335.33 6.27 15.95 1128.53 6.38 15.68 1147.69 6.75 14.83 1214.11
Will be interested to see the results once towing the camper.

As with diff oils, I run Penrite 80W90 in both front and rear.

Last few fillups on my 06 120 v6 it's all been around 13.4, 13.7 ,14.2 all around town and running normal 91 ron ULP. Have a 2" lift, factory bar, fridge permanently mounted (unsure of kg's of vehicle) I think if it's around that i don't care TBH.
On the other hand my FG F6 uses more and runs only on 98.
