Engine run on when throttle is backed off

This subject has been raised here in another thread, but there wasn't any resolution. Is there any modification available that will stop the engine running on when the throttle is backed off to do a gear change? My Toyota dealer has told me that this is standard behaviour. Why have they done this and can it be altered by implementing some sort of modification? It really makes the vehicle a pain to drive.
