keep or remove black bumber mounting brackets

hey guys did some research and cant seem to find a lot about these mounting brackets im about to fit a sovereign bulbar and I was just wondering if these have to come off or stay on ? they seem to be in the way but just want to be sure before I remove them .... I asked Toyota and they had no idea so I gave up with them so if anyone could shed some light on this situation it would be great thanks in advance ?

not one on the car but in this photo this is where they sit and as for instructions I found some from Toyota on a pdf

sweet so I don't need them ? they seem quite easy to break lol
