I replaced it in Oct-2019 and it failed this week which at just under 2 years, seems a bit on the short side. I had basically done zero proper off-roading until the last couple of weekends. Even then, no serious river crossings just a few deep puddles. Is this just the "cost of doing business"?

They the solenoid on the starter does tend to corrode, if you go through some water crossings usually for me was within a few months of a water crossing, disconnect the batterie/s, and remove starter, clean internal solenoid contacts ( remove corrosion) and she'll be right for ages ( ive had to do this 3 times )
I've had the car 5 years and its usually needed to be done within 3 months of water crossings.( 0.o)
Or if in a hurry you can always try giving it a gentle love tap with a mini sledge type hammer, or rock if you are desperate!
