120 tailgate child lock

Just a quick one. I'm having a lot of trouble with my tailgate on our rough roads in the outback, so much so that I've had to replace it with a second hand one. Just to know for sure as I deal with everything else, is up or down the lock position on the child lock?

Was it the actual lock or was it the well known problem of dust in the lock which makes the door hard to open?
