I reckon there is a very good chance that the contacts on the relay have fused together!

You need to eliminate the relay as the fault!

My reason for pointing at relay is because it has over ridden the inhibitor switch but stops when pulling relay out so also rules out the armature on the starter!

The relay has 12v on the switch terminals at all times

I wish it was that easy

I don't have a wiring diagram so I'm out of the run on this one!

Depending on the configuration of the wiring some times there is constant live that is given an earth so there is no arking on the inhibitor switch.

A wiring diagram would confirm this!

Run a power supply to the relay to make sure that it is energising the contacts then check for open/closed circuit across those contacts then the relay can be definitely ruled out!

There should always be 12 volt on the relay contact terminals at all times. One of the contact terminal comes from the start fuse and the other goes to starter motor solenoid coils. What about the other two coil terminals on the relay base with the relay removed? One is ground and the other is driven from ECU 'STA' terminal via the neutral start switch. The engine ECU drives the starter relay in the fuse panel. Have you unplugged the neutral start switch from the tranny? This will isolate the ECU wiring from the rest of the circuit. The circuit for the starter relay was ECU - neutral start switch - starter relay. And all the interconnecting wiring (and junctions) in between.

Sorry I don't have the wiring diagram handy in front of me for another week or so. I don't remember anything other devices in the starter circuit. It was quick simple when looking at it the other night.
