Mirror adjustment panel

Hi All,

I know there is supposed to be an ignition source as part of the loom to the side mirror adjustment panel.

Is there a safe way to get that panel out? I have tentatively tried to lever it out with no success, but do I really need to disassemble the lower dash panel first?
