It actually has no direct relation to fuel consumption. The Eco light in the Prado is purely and simply on/off based on accelerator pedal position. Nothing more, nothing less.
You can test this by putting the cruise control on next time you're on the freeway. When you climb a hill, lightly press the accellarator pedal but not enough to override the cruise control. You will notice the Eco 'bar' indication relates only to your pedal position
This doesn't change the fact that if you are driving with a light pedal pressure you are probably saving fuel :-)
