Flashing fuel light

When is it normal for the fuel light to come on? And when it does - should it be flashing? Or constant.

The other day my recently purchased Prado broke down after it ran out of fuel (fuel gauge was just under 1/4).
After refueling the car would work fine.

I noticed that the fuel light started flashing (not the light with dots underneath) when the range was 350kms remaining. I then changed the fuel filters (rear and front), and cleaned the fuel tank breather, and now the fuel light started flashing with 195kms remaining.

Fuel light commonly on and gauge reading empty after about 130 litres used. At this point you will struggle to get more than 130 l into tank. IE about 20 l left in tank or up to 200 km.

Update: the light flashing went away with ~190km remaining then came back with 177km remaining!! And then …. I just sat in the car idling and it has disappeared again!

And the light should be on constantly correct? I.e not flashing?
The fact that mine is flashing indicates there’s some sort of error correct?

The 2012 Prado Owners Manual in the link below indicates that it will start flashing at approx 22L remaining (See page 541 & 556 - so not an error).
