The 150 owners would be able to answer this but I would have thought that there are nuts welded into the chassis in those spots.
I would leave it in case there is a need to take the towbar off, then the nut would still be attached to the wire to allow for reinstallation or removal from the chassis. Otherwise the nut would fall into the chassis and be rattling around.

Id be more concerned that it will rub against other metal parts and start to rust the actual vehicle not the wire bit. I had the same thing on my 90 as well was inside the chassis rail on drivers side for memory..........How often would you intend to take your towbar off unless you were in a prang then it would be the smash repairers issue not yours............Cheers SteveFace lift 150 Prado V6 auto.
