The paint appears to be dull and sure it's a little orange peel effect. The front right panel and rest of vehicle paint is perfect but just the bumper is noticeably dull.
I noticed when I purchased my (used) prado that the bumper did look to be a different shade (for want of a better word) of graphite/grey.
I was told that it was because the bumper is plastic and the rest of the car is metal. I didn't believe that for a second. Also the rear plastic looks the same as the rest of the car.
Maybe your car was involved in a collision before you purchased it? Assuming you purchased it used.

No, bought second hand but no damage or accidents reported on vehicle through the revs check.. Just thought it might have been a known fault but seems probably a small ding not fixed properly.
