This doesn't make sense to me. When approaching an empty tank yesterday my 2019 Prado said I had about 35 kms left before running out. I stopped to refuel and fit a total of 126 litres in. I'm supposed to have 150 litre capacity, which means I still had 24 litres in there. Fair enough, I know they add a bit of slack so that you refuel well before you actually run out, but 20 litres? I could easily drive another 150 kms on that!

Probably because it's not a good idea to get down to last few litres in the tank(s). There's a lot of dirt, sediment, rust & other crap that accumulates over time & could cause problems with the fuel pump & injectors. Rather than avoiding possible contaminants or running out the more logical reason would be fuel temp.
As the fuel heats up through the high pressure pump enough to require a fuel cooler, low fuel volume will suffer higher fuel temps so it would be logical to try and minimise operation with extremely low fuel quantity in the tank by having the low fuel light coming on with a reasonable quality of fuel remaining.
