Because for ADR, speedos must never underread. So I guess manufacturers are a bit more cautious (or other reasons) and make speedos overread (i.e. 100km/h on the speedo is actually 95km/h on the GPS). A bigger tyre will therefore make the speedo read closer to the GPS reading.
