I don't know if it's normal ( I don't think it is) my cold idle can be as high as 1500 RPM. It does die down once warmed up but I think it's still high in N or P at about 800 RPM. Sits on about 650 in gear which is OK. Where do others sit and what is your cold idle? Mines the V6.

It does seem more variable at cold idle and warm idle than other EFI cars I have driven but all of them have been electronic throttle vs this one being cable with IAC. At the end of the day though it's trying to get the engine and trans (via the radiator) to temperature ASAP when cold. But when warm I am guessing other things are at play like AC or alternator load that cause the fluctuation.

So just for reference - started this morning, was about 16degC in Brisbane.
Cold idle (stopped in P, moderate alternator load, AC clutch engaged): 1250rpm, slowly falling once warmed up a bit (30 sec or so)
Warm idle (brake stopped in D, moderate alternator load, AC clutch disengaged): 780-820rpm
Warm idle (brake stopped in D, moderate alternator load, AC clutch engaged): 650-700rpm
Does not seem to regulate rpm to AC clutch. Not sure if it's normal for the 5VZ-FE but mine seems to get up to temp in 2km or less.
