I have a 2000 prado with a steel bull bar which doesn't have any holes places for a winch. My father in law is a metal fabricator and is willing to help. Is it too much trouble to fit a winch to a non winch bull bar.

There is a bit of work involved, for starters, you need to buy a winch cradle, this will allow you to work out where to make the hole, and will allow you to mount the winch to it. Never directly bolt a winch to a non winch bullbar, as it is not designed for the stresses placed onto it.97 VX Grande, with front & rear air lockers, ARB Sahara winch bar with tigers 11 winch, 2" EFS lift, 265/75/16 Achilles Desert hawk XMT, and more.

Considering you have access to a friendly fabricator, I don't think it would be much of a problem at all.
It should be obvious where the bar will need bracing. Actually doing the work isn't the issue IMO.
Having easy access to a guillotine/shear and pan brake to easily make up stuff is the problem.
I say go for it, and be guided by your father in law.2008 Diesel Prado with extra stuff added. I drive it on the road and other places too.
