I'm looking at buying a 90 series Prado with the 1kzte engine. I've found on with very low kms, under 70000, but the seller tells me that it has the oil, battery, fuel filter and timing belt light on. Also has dead battery. I'm wondering if there is anyway that a Prado with under 70k kms could have the T-belt light on? I thought Toyota had them set for 90k kms minimum. Any other reason all the lights could be on, could not have to do with sitting with a dead battery for so long?

Toyotas seem to illuminate a ton of lights for just one problem. Is what you're seeing with the key-on engine-running or key-on engine-off? In the key on engine off state it's very common to see lots of lights illuminated as a test.
If it's whilst the engine is running I'd say the ECU is confused about the state it's in - maybe a dicky sensor or similar or as you say a battery that's too low.
If all of those are genuine lights because there are issues with all those components/systems then you'll want to run!
