Just use the search feature of explorer to look for the file - there is only one.
Use notepad to edit it and then save it. Notepad should be the default app for .ini files, but it may not be if something has changes that on your PC. Any good text editor will do the job though.

For those trying to get the latest version to work with Chinese cables on Windows 8 (64bit) the solution can be found here:

Thanks guys, I still can't find the file even though I now know where to look. I have uninstalled it and will reinstall and try again.

In the Env folder; open the IT3system.ini file (double click it and it should open in Note pad, if not then right click "Open with" Note pad)
Scroll down and find the line that needs to be changed and change it to this: (TIS function to 0)
[AvailableFunction]
MinorFunction=1
TISFunction=0
UserFunction=1
Save on exit and run Techstream, cut and paste the "Other areas" code from the txt file when prompted.

My cable finally turned up today so set about getting it working. Couldn't get techstream to connect to vim no matter what I tried. Ended up being mcafee security detecting a Trojan when installing the driver for the miniVCI and deleted the corrupt file. This file is required to enable techstream to connect to vim(cable). After researching into it I found mcafee doesn't identify the Trojan as anything specific, it just doesn't like the file and blocks it, the file is not known to be dangerous. Mcafee has annoyed me for a while and I have other forms of virus/spyware protection, so disabled mcafee, reinstalled the driver and all is good.

Well, my cable arrived in less than 2 weeks from China - took me a week to get around to setting it up though. Win7 x64 setup wasnt the easiest, but got there in the end.
Looks like I dont have anything to worry about for the time being.....

My 3yr old laptop carked it and I bought a new one (Win 7). I had help installing the Techstream and virtual machine on the old laptop. I read through the post on getting this computer to run the Techstream without having the need for the virtual machine (XP). I might have to wait until my computer guru son comes home for holidays during uni break and can sort it out.Dave
