    They look like military block out lights, used for driving with night vision equipment.

              Maybe a "prepper" or "survivalist" ready for when "the shit hits the fan" so they can "bug out" and head for the hills in their MTCV! (thats Mobile Tactical Command Vehicle for you unprepared consumers.

                  Mongolian army does employ headlight limiter. it is used for military movement at night times. the light will hit the ground but will not give off alot of light for any observer few hundred yard away.
