Drilling into rear cargo deck

I want to attach (bolt on) a box using at least the bolt holes where the tie-down loops are.
The factory bolts should do as-is. But if I need the holes to be nearer the rear door, is it OK to drill there? I'm worried about where the fuel tanks may be.
