Operation of Cruise Control on 2004 Prado

I recently purchased this vehicle, and I am wondering if this operation of the cruise control is normal for this model.
When driving with CC on, if I slow down below 40Km/h, and then speed up again, the Cruise Control will not "resume" when the control is activated.
If I slow down to above 40 km/h, the cruise will "resume" when the control is activated.
Otherwise, it behaves the same as my wife's Prius.

Can anyone advise if this is the normal operation for this model.
