The Alpine Way Khancoban-Tom Groggon-Thredbo remains open all year (it has snow clearing). Once you get up the hill from Tom Groggin towards thredbo you may have a little bit of snow around dead horse gap.
Most of the Vic alps tracks are closed June long weekend to October longweed but may remain closed if there is a lot of snow on the ground. The area is so boggy from the snow you would not be able to drive through it anyway.
There is another route I take along the Barry Way from Jindabyne to Gippsland, most of it is dirt and is open all year.
Depends on if you are on a bike or prado. The last time I went down on my bike I got stopped at the NPWS gate as they restrict bikes on the alpine way if there is snow on the ground.
I have done Barry Way, on an R1 and a KLR650. It is do able on a road bike but with the lack of suspension travel, takes a bit of time as the corragations and pot holes are bloody terrible. A couple of other guys went via the coast road from jindabyne to Eden and then down and were about an hour or so slower than us roadies on the dirt.
