Headlights come on when car turned off and unoccupied. Tail lights do not.

My Prado is a 1999 1KZ-TE. The headlights have come on in the middle of the night by themselves. Thought it would be the relay so changed out with new one. They have just done it again…. To stop flattening the batteries I have again pulled both fuses. Not sure if the car has the ‘light retainer’ system. I have anelectrical background but not auto-electrics. Any ideas?

Water in a switch, Bad connection in a switch, etc.. Try disconnecting the light switch plug to see if it stops.
