What's this yellow grease under the oil filler cap?

When I was googling the catch can water catchment they mentioned the condensation on the inside of the oil cap... Best to check the oil in the engine and the water in the radiator for cross contamination... But the short drives and a lack of "burning" off the water vapour is the cause...

If that is on a car in a car yard it makes me wonder wether the dealer is a real honest cookie and left it like that so he wasn't being deceptive, or they are so dumb they didn't think to give it a wipe so a potential buyer would not see it?
Either way, diesel that do short runs all the time aren't the sort you want to buy, if its an engine problem you don't want it either.
Worse than any of this though is that I heard a rumour that AMTS was looking at Nissans

Hi guys, The best test Ive found to do if looking at any sort of engine with this sort of build up under the cap, is to get engine up to temp and simply pull the dip stick out and drop small amount of oil from the dip stick onto the hot exhaust. If it smokes, all is good just condensation, but if it bubbles and fizzers walk away and dont look back. This must be dropped on the manifold not a heat sheild, The bubbling is cause from the water/coolant boiling off. Would recommend anyone looking at buying a second hand car to do this test, very quick and easy to do. Good luck in finding something right.
