I've heard that if the lights on the roof rack are called "Worklights" they are legal.

I might also point out that a vehicle that complies with a State regs can travel around Australia without incurring an infringement from another State. So as long as you comply in your State of registration you are "safe". Does not mean you will not be booked by a copper who does not know all the rules.
