I have a GME TX3500 that’s always shows the busy signal, so it won’t receive transmissions but it will transmit. Have checked antenna with multi meter. Any idea what is going on

I had a Uniden that did this to me years ago on a long trip & there was no way to fix it. Annoyed the hell out of me I’ll tell you.
