1KV-TE Diesel - Drives excellent on flat, loses power up hill?

The 95 series 1KZ-TE ECU cannot be remapped/tuned without a chip. Not sure why, but I've been told by several tuners the same thing. Not sure about the 120 series 1KZ-TE. It might have a different ECU set-up which can be remapped
