  • Defected....

Well it finally happened and i was pulled over (twice) last night for a defect inspection. I think there must be a bit of a blitz going on in SA..

At first they tried to get me for having 3 x rallye 4000 spots on the bar, except the centre one was unplugged and not working 8) as I usually have it iin the city... No defect..
Then they moved onto the fog lights, work on parkers... no defect..
Tint too dark.. not with the new SA legislation that even the cops didnt know about till I showed them the online PDF on my computer.. They were most interested and are to follow up on.. No defect..
Wheels larger than standard diameter, I have this engineered and a DOT certificate.. No defect..
HID lights, they missed them... yay!

Kept moving to only be pulled over literally 2 minutes later !! WTF, by a Traffic car..

Did me straight away for the tyres being too large even though I had a certificate!!! asshat... then moved onto the tint and also HID lights...
Now I get a trip to the pits, I imagine that isnt going to be all that painless... :|

Oh well.. Gone back to Fatboy halogens now, am a bit over this HID stuff...

Bureaucracy gone mad. I believe all headlights (spotlights including) come in pairs. Therefore it is expected that you have even number lighting. The same rule applies to QLD registered vehicles.

          Re: Defected....

That's stalking surely TP!! Now for my rant on SA Police that is only MY OPINION...they are the most unreasonable people on earth in my opinion, it's their way or the highway. I have been to Adelaide once for a quick break holiday with my sister, quite a few years ago, but I still hold a grudge and I shall never return!! We were driving in the Barossa Valley doing 80km/hr, which we thought was the speed limit, it was when we last saw a speed sign anyway. But no, they reckon it was a 60km zone. By the time I got the notice I was back home and couldn't exactly go and check. Now I don't speed, I have looked after too many speeding drivers in Intensive Care to put me off for life! I tried to argue my case, but guess who won? Not me!! But wait...this is not the only thing that has put me off SA police. When they see interstate numberplates, I felt I was followed and intimidated by them. We did enjoy our time in the Barossa and Adelaide City, but have never been and will never go back. I felt as a tourist we had targets on our head.

Good luck going over the pits, I hope it all goes your way. You have done everything right and legally by the sounds of it.

TP, whats the go? Did he 'Do' you for the tint, HID lights, and tyres?
Your oversize tyres have been tested and have an engineers report right? Isnt that now legal to run these tyres because of this?
Were your HID lights on the main lights or on the spots, or both? Do they only care if the main Low/Highs are HID'ed?

I'n a few days Ill be running 70 series tyres so would value your input on it all.
PS How dark are you running the tint at?
PPS Im about to bin my grandcraps for BFG AT's (minus the spare which is brand new). Technically the GT are still legal but they are very close to the tyre wear indicators. Let me know if you want them

Bad luck TP. I guess at least it's only the driving lights and you where looking at removing the HID from them anyway. Hope it all goes well.

How much does it cost to take it through Regency?

I didn't even know HID's were ilegal. Is that just a SA thing or is it Aust wide? How do all the Euro cars cars that come standard with HID's get away with it?

                    Re: Defected....

Yes, it is illegal to run HID if you do not have headlight washers and auto levelling fitted to them.
whether this is auto level actually "on" the headlight (corolla has such) or if the Grande Auto level is satisfactory??

Headlights, Yep, mine were main lights = HID = illegal, Now I could get smart and fit some washers off something, and as I still have auto levelling, I think this "may" pass the ADR rulings. I will be asking at the inspection station when I head thru there.
I have Fatboys back in there for now, and the standards in the rear incase the increased wattage is not suitable. I have to readjust the headlights tonight after dark. (Fatboys Vs HID = readjust).
I just bought 4300K HID for the front but will toss around putting them in depending on how bright they look, if they are Ok I will fit Headlight washers and then it "should" be legal. (DOT will advise I guess).
Otherwise i will be staying with Fatboys and the HID spots.
I have a DOT and engineers compliance approval for the tyres being larger so no issue there at all. but without it, yes I could (until legislation in SA changes) have been done for being over 50mm bigger. No issue I hope with the engineers certificate.

The spotlights are NOT illegal (IMO), Yes they are HID, (no problem) and yes there is 3 (Illegal) but as my 3rd one IS NOT wired it is for "ahem" decoration (wank?! ) only, so in theory is not illegal being fitted as thus.

Suspension lift, this was also approved by the engineer so should pass?

Tint, hopefully i can sneak around this, as I have a note form a local copper I know asking regency to "verify" there is infact no HID in the lights (Ahem, Now) and the defect was incorrect, I should then hopefully be allowed to go. If not, I suspect I will be done for running "20" tint on the front windows.

It is as of 01 jan 2010 legal to run a "35" tint (Up/down from 75%) now. I have the paperwork if anyone needs it on this point.

I am heading down there at 8 am to try sneaking thru without a full inspection, but really think they will stiff me for the fee (roughly $285) and a booking which can be 2 weeks down the track I have heard.... What sucks is i am not legally allowed to drive the car in the mean time....

All in all, I think the laws stink, but what would i know..

If it doesn't work it's not roadworthy, all lights must be in operational order.

Will find out on the not working centre spot. Have Allen key can remove basically.
I would have thought "decorative" items bypass this rule as long as ADR's are met. I guess we will see. I can remove it easily if i have too, this "may" save me a return trip.

Cheers TP, keep us all posted on your progress..

Specifically I would love to know whether they will approve the HID spots, and whether they are illegal to have (i said have, not using them ). I never converted the Hi/Lo's to HID as IMO i knew that this was illegal without levellers and washers and generally speaking there is enough light in my neck of the woods. When I'm on the open road ill use my spots but will only do when no other cars around (with the amount of light they throw out I wouldn't like to be the 'other' driver so am cautious)

Also, I would love to know what the official DOT answer is to having a 2" lift without an engineers certificate (could you ask when your there)..

To save a trip to the pits (cannot afford downtime of my vehicle) ill have to get engineering for the tyres now since Ive already paid for the 70 series  so may as well get the bloody suspension added on the list too !!

                              Ryno................
HID's are not to be retro fitted to a vehicle thats never had them as referred to in ADR's because it hasn't gone through stringent testing.
However, the 150 series - VX and above come with HID's so you could retrofit models below ie GXL and GX if you use the exact same part number HID that is used in the VX and above.

For a standard headlight like in a Prado GXL 120 series, if you replace a normal globe with a HID globe, due to headlight having a larger reflector than official HID installs like on BMW's etc, the light spread will dazzle on coming road users. So in other words you cannot have them in a Prado GXL 120 series. Plus it breaches ADR regulations.

HID's can either be auto level on manual. With manual adjustment, you have to ensure the "cutoff" (the height of the projected beam from left to right is as per ADR) is correct.

And finally, the intensity should not exceed 6000k as a rule of thumb (you go from white light into blue and purple). You lose distance in light projection anyhow. most cars that come from factory with HIDs are around 4300K.

You can have high beam HID's in a Prado but not low beam or any other vehicle for that matter.

                              This is Australia wide.

As far as spot lights go, states and Territorys have there own rules, for example in the NT you can have a total of 6 anywhere on the front of your veh. Refer to MVR website bulletins.

Window tint for the NT(is different for each state) is as quoted "A coating or tint applied on the driver and front passenger side windows must have a resultant LT of not less than 35%.
A coating or tint applied rearward of the driver’s seating position must have a resultant LT of not less than 15%.

Any coating or tint applied to vehicle windows and windscreens must be non reflective (ie. reflectance must not exceed 10%) and must be uniform (ie. no distortion or bubbling).

Glazing used in the front windscreen of a motor vehicle must have a luminous transmittance of at least:
                              (a) for a motor vehicle built after 1971 – 75%; or
                              (b) for another motor vehicle – 70%.
A strip with any LT may be applied to the greater of the following areas of a windscreen:
                              (a) the area above the highest point of the windscreen that is swept by a windscreen wiper; or
                              (b) the upper 10% of the windscreen.

No other coating or tinting is permitted on the windscreen that reduces its LT.
Glazing used in an interior partition of a motor vehicle must have a LT of at least 70%.

Any in-service goods carrying vehicle that has glass panels (glazing) fitted in lieu of solid panels, or a bus which has glazing fitted in positions that are not required for vision when controlling the vehicle, may tint these glass panels to any LT percentage to meet operational needs.

Any vehicle fitted with window tint with a LT of less than 70% must have external rear vision mirrors fitted to both sides of the vehicle.

NT registered vehicles transferring registration to another jurisdiction will need to comply with the requirements of that jurisdiction."
